Kehoe receives the permit in April 2020, then lists the land for sale a few months later. The Wisialkos buy it in late December, and someone modifies the document:
“Any project or activity subject to the provisions of the above-cited By-Laws or Rules and Regulations must comply with the specifications of each. In case of conflict, the more stringent provisions shall apply.
Any Applicant requiring a waiver must submit a written request for such a waiver. Such a request shall be accompanied by an explanation or documentation supporting the waiver request. All waiver requests shall be discussed and voted on at the Public Hearing for the project.” source
